The seats and the names within them are in the order the printed poster sets them. The sheet has room for fewer names than this page does, so a few seats end with a name it leaves out; nothing above that point is reordered.

The committee is deliberately not regional
The alliance spans Jiangsu, Hong Kong, and Macao. A panel drawn only from those three places would review its own work, so the committee reaches beyond them.
